The report offers models of cost-effective, regionalized operations. Greene County, working with Wright State University, has identified several areas in which a regional agency can foster efficiencies. These include such financial and business administration functions as payroll, banking and financial reporting. In Stark County, the educational service center helps districts shave legal expenses using one general counsel and a ”hotline” contract with a firm that specializes in school and employment law.
